The Montenegrin Government approved a decree amending the visa regime, under which citizens of countries whose visa rules were not previously in line with those of the European Union, Belarus, China, Russia, Saudi Arabia, and Türkiye, would need a visa to enter Montenegro as of November 1, 2026, it was formally said.
The press release states, “While the alignment of Montenegro’s visa regime with that of the European Union means that nationals of certain nations will be expected to get a visa to enter Montenegro, the Ministry of Foreign Affairs has been actively and systematically carrying out actions aimed at lowering any possible negative consequences of these changes, while guaranteeing that the process of getting a Montenegrin visa stays as easy and accessible as possible”.
For nationals of nations needing a Montenegrin visa, the most important development is that visa applications will no longer need to be filed only via Montenegro’s diplomatic and consular missions.

Simultaneously, the Ministry of Foreign Affairs is carrying out one of the most important initiatives in the area of visa policy management, the development of a new, cutting-edge Visa Information System that will be entirely interoperable with the information systems of the European Union and in line with Schengen security requirements.
The ultimate aim of this project is the introduction of an electronic visa (e-Visa) system, which will enable online visa applications, therefore guaranteeing quicker processing times and more effective service delivery for candidates”, the press release states.
