Latvia’s New Immigration Law: Tighter Controls and a New Era from 2027

Latvia is changing its immigration law. Big changes will result from this beginning in 2027. On June 11, 2026, the Saeima, the Latvian parliament, passed this legislation. This law imposes restrictions and new guidelines on foreign nationals wishing to enter and reside in Latvia.

This is a significant modification to the current regulations. The goal of this overhaul is to improve the clarity and transparency of the immigration system. The primary objectives are to make the nation safer and lower the risks related to immigration. The legislators selected a framework that attempts to strike a balance between tighter border controls and new opportunities, particularly for investors, after considering more than 170 proposals.

So what is changing exactly? The new law introduces changes that will affect foreign students, workers, investors and the institutions that host them. Here are the important updates:

Borders and Biometric Screening

The law makes the checks on people arriving from countries at Latvias external borders stronger. It also introduces a procedure for sending people back to their countries and expands the use of biometric data to identify people more accurately.

A New Investment-Based Residence Permit Pathway

Foreign nationals can now get a residence permit by investing least €150,000 into a special fund along with a one-time €10,000 payment to the state budget. It is important to note that this is not a way to buy a visa. The law includes safeguards to ensure that the investments are real and lasting. If an investment fails the residence permit will be taken away.

Stricter Rules for Students and Universities

Universities will now have to report if a foreign student is absent within three days. Also students who are expelled will generally have to leave Latvia. This is to prevent people from using student permits to enter the country

Expanded Grounds for Refusal and Revocation

Residence permits can now be taken away if a foreigner is convicted of a crime whether in Latvia or in another country. Permits may also be denied if a person is deemed a threat to order or national security.

Language and Integration Requirements

For residence permits documents can still be submitted in English. However when applying for residency all documents must be in Latvian. The law also emphasizes the importance of integration through early-stage programs and mandatory language learning.

Restrictions on Employment

The law introduces new restrictions on hiring people from certain countries for low-skilled jobs and increases penalties for violations. It also strengthens oversight in the education sector making employers and educational institutions more responsible.

Who benefits from these changes?

While the law is seen as restrictive it does create some advantages. Investors with a lot of money now have a path to a five-year residence permit. Latvias national security will benefit from rigorous screening and better identity verification and qualified foreign workers who are really needed in the local labor market may find a more orderly and predictable system. Ultimately a system that ensures the integrity of permits benefits all law-abiding residents.

Why was this reform necessary?

This law wasn’t created overnight. It was motivated by urgent issues, such as the need to stop immigration fraud, demographic pressures, and security concerns. In particular, Latvia’s Ministry of the Interior emphasized threats to security and order as well as worries about collaboration with Russia. The law is designed to strengthen state security while meeting European Union requirements.

What does this mean for you?

If you are thinking of moving to Latvia the message is clear: the rules are becoming more rigorous. They are also becoming more transparent.

  • For investors: The €150,000 pathway offers a route to a five-year temporary residence permit.
  • For students: Expect monitoring and swifter consequences for not attending classes.
  • For workers: Options for skilled employment are narrowing, but highly qualified professionals may benefit from a more structured system.

Regardless of your status the best advice is to plan. Most of these provisions take effect on January 1 2027. Understanding these rules now and preparing your documents accordingly will save you a lot of time and frustration later.

In conclusion Latvias new immigration law is a response to modern challenges like security threats and immigration fraud. Than just closing doors the law aims to open them more carefully to the right people under the right conditions. While the policy is more sophisticated and data-driven it reflects a trend of aligning immigration with national security priorities. Whether you are an investor, student or worker one thing is certain: the Latvian immigration landscape will look very different starting in 2027.
