Rush to the Window: Why Russian Travelers Are Flocking to Shanghai (and Why That’s a Big Deal)

Shanghai / Moscow – 2025

If you had walked through the arrivals hall at Shanghai Pudong International Airport five years ago you might have heard a Russian words. Today it sounds like an airport in Russia.

The number of tourists visiting Shanghai has significantly increased, according to new data. 67.8 percent.

This is not because of tickets on Russian airlines. It is because China made a move. They said Russian travelers do not need a visa to visit Shanghai until 2027.

Why did China do this? Who is really benefiting from this?

Why This Was Necessary: The “Trust Factor”

For travelers the world is very different now. They cannot fly directly to Europe. They are unable to obtain a visa to travel to the US. In certain places, they can’t even use their credit cards.

Russian travelers want three things: they want to be able to travel, they want it to be simple and they want to be safe.

Before China said they could visit without a visa until 2027 Russian travelers were worried. They did not know if China would change the rules soon. They did not know if they should book a flight if the visa waiver would expire soon.

Who Benefits? (Not the airlines)

Now Russian travelers can plan a trip to Shanghai without worrying. They can even plan a birthday trip to Disneyland Shanghai without having to get a visa. This is why many more Russian travelers are coming to Shanghai.

A lot of people are benefiting from this. Russian airlines are happy. Chinese airlines are happy too.

  1. The “Shuttle” Parents and Students

Vladivostok is closer to Shanghai than it is to Moscow. Now Russian parents can easily visit their children who are studying in Shanghai. Since they don’t need a visa, they can just board a plane.

  1. The “Parallel Import” Shopper

Some Russians enjoy purchasing goods from Shanghai that are unavailable in their home country. They can buy iPhones or vacuum cleaners or fancy clothes. Then they take these things back to Russia.

  1. The Shanghai Restaurant & Spa Owner

In Shanghai there are restaurants and spas that cater to Russian travelers. They have food and Russian-speaking staff. These businesses are doing well because of all the travelers.

  1. The Chinese Outbound Agent

Now Chinese travel agencies can offer packages to Russian travelers. They could spend a few days in Shanghai before moving on to another country. This is easy and convenient for travelers.

The Human Takeaway

This is not a story about numbers. It is a story about people.

It is, about a Russian couple who can visit Shanghai without having to get a visa. Since they don’t need a visa, they can just board a plane.

It is about a store owner who can welcome Russian travelers. They are able to genuinely say, “We accept your money.”

China has made Shanghai a welcoming city for travelers. They can. Visit without worrying about visas.. That is why so many Russian travelers are coming to Shanghai.

The bottom line: More and more Russian travelers will come to Shanghai. The rush to get a visa is over. The rush to travel is just beginning.
